Franklin County Man Convicted of Criminal Sexual Assault

BENTON, Ill. -- A Franklin County jury convicts a man of seven counts of predatory criminal sexual assault of a child.

It took that jury about an hour to deliberate and convict Charles "Charlie" Parvin of Mulkeytown, Illinois on Friday, September 6.

According to Franklin County State's Attorney Abby Dinn, on April 27, 2021, one of the three child victims told her mother that Parvin, a family member, had been sexually assaulting her and another family member of the same age when they spent Fridays at Parvin's house while school was out due to Covid restrictions.

The second victim quickly confirmed the disclosure. Later that evening, an older female child in the family disclosed that Parvin had molested her as well, specifically when she was in the second grade.

The parents immediately called DCFS.

Early the next morning, the parents of all three child victims reported the sexual assaults to the Franklin County Sheriff’s Department.

An investigation followed and on May 4, 2021, Parvin surrendered to the Sheriff’s Department. Parvin has been in custody ever since.

After several delays, a jury trial began September 3.

The jury deliberated on September 6 for approximately one hour and returned verdicts of guilty on all seven counts involving the three separate children.

Parvin will be sentenced in November, 2024.

The convictions carry a penalty of mandatory life in prison due to the number of children assaulted.

The case was investigated by the Franklin County Sheriff’s Department and the Franklin Williamson County Child Advocacy Center and prosecuted by State’s Attorney Abby Dinn.
